Flex Modification® workout programs include the following:
Important: Guide Bulletin 2024-E, dated May 29, 2024, describes the updated requirements for the enhanced Freddie Mac Flex Modification, primarily as the requirements relate to determining the terms of a Freddie Mac Flex Modification. Servicers must begin evaluating eligible Borrowers for the updated Freddie Mac Flex Modification on or after December 1, 2024. Refer to Guide section 9206.10 or the Freddie Mac Flex Modification Reference Guide for more information.
Resolve's® functionality for the enhanced Flex Modification workout requests, from submission through settlement, remains unchanged. Based on the information provided by the Servicer, Resolve determines the terms of the Freddie Mac Flex Modification according to the updated requirements outlined in Guide Bulletin 2024-E.
The Flex Modification workout reporting status type requested vary depending on the stage of the workout processing cycle.
Workout Reporting Status Type (Column E of the Flex Modification Template) | Description |
Draft Request (DraftReq) | A Draft Request contains initial data that may not be complete or final. A Draft Request is submitted to explore preliminary results or the feasibility of the retention request. Refer to Request Draft for more information. |
Trial Period Approval Request (TPAReq) | Data is submitted to determine trial period terms. Refer to Guide Bulletin 2024-E for information on how Resolve determines the terms of the Flex Modification Trial Period Plan based on the data submitted by the Servicer. Refer to Request Trial Period Approval for more information. |
Workout Approval Request (WAReq) |
A request submitted for a workout approval after the successful completion of a Trial Period and determines the final modification terms. Refer to Request Workout Approval for more information. |
Settlement Request (SETReq) | A request for Settlement can be submitted through the Resolve® user interface (UI) or Retention application programming interface (API) once a workout approval request is in an APPROVED status, and the borrower has returned final documentation and is ready for settlement. Refer to Request Settlement Approval for more information. |
Cancellation Request (CXLReq) |
Submit a request to Freddie Mac to cancel a Flex Modification workout request in one of the following statuses:

*Exception Review Request |
A request submitted when a loan fails per the Guide requirements and is submitted for review by a Freddie Mac analyst. The Flex Modification Template allows users to populate the Exception Review Indicator as 'Y' (Yes) for a Trial Period Approval request. Refer to Request Exception Review for more information. *Note: While Exception Review is not a workout reporting status type, Exception Review requests may be submitted with all status types except Draft and Cancellation requests. |
When evaluating borrowers for a proactive Flex Modification offer, Servicers must ensure the terms included in the proactive offer do not change before the time for acceptance of the offer has elapsed. To this end, Servicers must use Trial Period Approval Request (TPAReq) to determine the terms of the proactive offer.
Should a borrower not accept the proactive offer, Servicers must ensure they cancel the workout in Resolve on or before the third business day of the month following the month of the trial period start date.
The terms of a proactive offer for Flex Modifications must be established using TPAReq. Servicers must not use draft request (DRAFTReq) when evaluating borrowers for a proactive Flex Modification offer. Should Servicers base a proactive Flex Modification offer using draft request and the terms change prior to settlement, the Servicer must settle the workout as an exception using the terms provided in the proactive offer. Servicers may leverage DraftReq to determine if a requested workout is a viable option for a borrower.
